The South Coast Air Quality Management District of Southern California is comprised of parts of four counties in the greater Los Angeles basin.  Their new air quality regulation, Rule 1113, is separate from and in addition to the regulations imposed by California Air Resources Board. 

Rule 1113 contains the lowest allowable VOC emission standards for architectural coatings in the world, effectively eliminating the sale and installation of several coatings technologies within its jurisdiction. 

These standards affect some of Pacific Polymers' Waterproofing Concrete/Masonry Sealers and Industrial Maintenance products.

Rule 1113 specifies that any newly regulated product manufactured prior to July 1st, 2006 can be sold and applied within the District until June 30, 2009. However, since most products have a limited shelf life, in most cases, the effective last applications will be during 2007.

The new regulations are generally more restrictive than U.S. EPA standards, for example "Exceedance Fees" are not allowed in this region.

Sales and distribution of products in containers with capacities of 1-quart or less are currently exempt from Rule 1113.  Note that there are no restrictions on the transport of larger containers of regulated products into and through the region for redistribution to areas where they are compliant.
